Why is the DNC refusing to follow its own rules?

I think this may be the ace in the hole that Clinton is clinging to. According to this, MI and FL penalty should have been only 50% of the pledged and all the superdelegates instead of all of them. This, when it goes to the credentials committee on may 30, is going to blow up right in Dean's face.
