How do I handle a hostile work environment?

My husband works in the private sect for an employer with a handful of employees. He has been there for about ten months. His boss in obnoxious to these few that work for him. During the course of my husbands employment his boss will call during working hours and go off on just about anything. We are not just talking about him discussing business matters, but an outright yelling match. Yesterday my husband one of these calls after 5p, and it was his day off. His boss brought up matters that weren't even his concern. Such as, my husband has a lunch hour and he has taken that hour to join me in counseling. Isn't this his own time, a none paid hour? He has told my husband that he is not doing his job but won't lay him off nor fire him. If he quits there in no unemployment. We live in Mesa Arizona. Can anyone please with with suggestions, advice. I know he needs to get other employment but in these times when jobs are slim, that is difficult.
