We've 2 prkg space in apt we rent. One of our cars was for non-operation, apt towed it d/t expired tag. Legal?

we moved toTX (from CA) where police can fine you if you live your car unattended w/ engine running even while parked in a private parking lot, say ofc bldg or mall. Is this legal? Our car was towed while parked in an allotted prk in our apt complex bec tag was expired. We filed for the vehicles non-operation that year w/ CA DMV (they were registered in CA). Is all these legal or infringement on private property rights?
